Stare or scowl at the person breaking the law

If the person continues to break the law,

scowl and cough demonstratively

 

For severe infringements, you may stand up and leave,

possibly whilst mumbling your frustration

Norwegians avoid conflict

They will get frustrated,

but will not directly confront those who disobey the unwritten laws
